On November 30, 2006, the Evergreen Freedom Foundation sent a public disclosure request  to the state Labor Relations Office asking for the bargaining notes and proposals generated during negotiations over the 2007-2009 collective bargaining agreements. The state was prepared to release the proposals on February 12, 2007, and the notes after the legislature ratified the contracts. On February 8, 2007, the plaintiff unions filed a lawsuit to prohibit the state from releasing the documents. Subsequently, Rep. Brendan Williams introduced HB 2326  prohibiting the release of documents related to state collective bargaining negotiations.
