Written Testimony of Brett Davis on SB 6853, Legislative Review of Tax Preferences Act

Good afternoon, Madame Chair and Members of the Committee. I am Brett Davis, an Economic Policy analyst with the Evergreen Freedom Foundation.
SB 6853 was introduced TODAY, the same day as this hearing. As you know, this a title- only bill. (Hold up copy of bill and point out all the empty space.) How is the public supposed to comment on a title-only bill? How is anyone supposed to know what the bill does? Why would a committee even bother to hold a public hearing on a title-only bill?
It seems as though the Legislature is more concerned with ramming this through than they are with keeping the public informed and involved in the process. Perhaps it’s because public input is sometimes painful, slow and often generates conflict. In other words, it’s inconvenient.
So instead you’re gutting the intent of Senate Committee Rule 45, which requires at least five days notice before a public hearing is held. Unfortunately, this rule gets suspended more often than not, and this bill is no exception.
