The Evergreen Freedom Foundation, as a public policy "watchdog," is committed
to providing the public and policy makers with accessible, practical research
and recommendations. We publish, and provide without charge, policy briefs
and in-depth analyses of our award winning studies. As a non-profit organization,
we do not advocate specific legislation, but rather analyze the costs and
benefits of existing legislation and provide recommendations for future
reform.
We also serve as a resource to the media in our areas of expertise. To that end, we provide bi-monthly op-eds to the press, and news releases on our project developments.

Careful documentation of organizations around the country that are successfully using MSAs. Direct observational and descriptive research confirms that patient choice, high quality medical service, and lower spending is possible with MSA's.
At a March 23, 2005, House Appropriations hearing on a bill to gut the voter-approved I-601 spending limit, Rep. Jim McIntire (D) asked a supporter of I-601’s two-third supermajority requirement for the legislature to raise taxes the following question:
"Can you name a time when we [legislators] have actually not just set it [supermajority requirement] aside by majority vote? I mean, this is in many respects a procedural motion that has no bearing. It’s a statutory constraint that cannot constrain any legislature that chooses as a majority to set it aside . . . have we ever used a supermajority [to raise taxes]?"
