Mr. Seibert’s letter explains the process for a member to become an agency fee payer. Those agency fee payers who do not object to or challenge the amount of the agency fee assessment pay full dues to the Association, as referenced by Ms. Lonnquist above. Accordingly, we believe these fee payers’ dues are also being used for political contributions contrary to RCW 42.17.760.
